A.C.O.W. (Advanced Combat Optical Wandsight) Wondrous Item, Very Rare (Requires attunement) By attaching this sight enhancing item to a wand, you gain the effects of the spell sniper feat while wielding it.

One of Wivurit’s first professional works as a royal artificer was to create an item that would aid the castle’s head battlemage. The battlemage Shivrall, though powerful, was getting on in her years and had suffered substantial vision loss. After roasting several knights with a poorly aimed fireball spell, the king ordered something be done lest he remove the battlemage from her position. Eager to prove himself, Wivurit brought forth the A.C.O.W. and attached it to the Shivrall’s trusty wand. With it the mage was able to regain complete control over her abilities and remain on the king’s court.

I'm not going to lie, this is arguably the dumbest item so far. Having said that, I think that's the reason I love it so much. Anyway, having an item grant the benefits of a feat is a pretty simple concept. Sometimes when you get an idea in your head you just have to roll with it.
